Toilet paper is one of the most unremarkable objects in daily life — until it runs out. The 2020 COVID-19 pandemic made toilet paper globally famous for its sudden scarcity, revealing just how complex the supply chain behind this everyday product is. Understanding how it is made also connects to important questions about deforestation, water use, and sustainable manufacturing.

Global Production: Where Toilet Paper Is Made

Toilet paper manufacturing is dominated by large regional players, though globalization means components and pulp cross borders frequently.

North America

The US is the world's largest consumer of toilet paper per capita (~100 rolls per person per year) and one of the largest producers:

  • Procter & Gamble (Charmin): Operates mills across the US, primarily in the South and Midwest
  • Kimberly-Clark (Scott, Kleenex): Manufactures in over a dozen countries
  • Georgia-Pacific (Angel Soft, Quilted Northern): One of the largest tissue producers globally

Canada's Kruger Products and Cascades are significant North American producers, with Cascades leading in recycled-content tissue.

Europe

Europe's tissue industry is highly consolidated:

  • Essity (formerly SCA, Sweden): One of the world's largest tissue companies — operates Tork and Lotus brands
  • Sofidel (Italy): Major European and US producer, one of the few remaining large independent companies
  • Clearance and various regional brands fill local markets in Germany, France, and the UK

Asia

China has become the world's largest toilet paper producer by volume:

  • Nine Dragons Paper and Vinda International Holdings dominate the Chinese market
  • Japanese brands (Elleair, Nepia) are known for premium quality — Japan was among the first to introduce features like perforation patterns and soft textures
  • India's tissue market is growing rapidly as urbanization drives demand

The Manufacturing Process Step by Step

1. Raw Materials: Pulp Sourcing

The primary material is cellulose fiber, extracted from:

Virgin wood pulp:

  • Softwood trees (pine, spruce, fir) — long fibers that give strength
  • Hardwood trees (eucalyptus, birch) — short fibers that provide softness

Pulp is sourced from managed forests, though critics point out that demand still drives deforestation in some regions, particularly in Canada's boreal forest.

Recycled paper fiber:

  • Office paper, newspapers, and cardboard are processed and de-inked
  • Produces a usable fiber, though weaker and slightly coarser than virgin pulp
  • Most eco-brands (Seventh Generation, Who Gives A Crap) use 100% recycled content

Bamboo:

  • A fast-growing grass that regrows from roots without replanting
  • Produces soft, strong fiber
  • Brands like The Good Roll and Bim Bam Boo have built categories around bamboo TP

2. Pulping

Cellulose is separated from lignin (the structural polymer that binds wood cells together):

  • Kraft (chemical) pulping: Wood chips are cooked in a chemical "white liquor" (sodium hydroxide + sodium sulfide) under pressure. The lignin dissolves; cellulose fibers are released. Produces strong, clean pulp with good brightness potential.
  • Mechanical pulping: Logs are ground against a stone disc or passed between steel plates. Lower quality, uses more wood per tonne of paper, but cheaper.
  • Recycled fiber processing: Collected paper is re-pulped in water and de-inked using flotation (surfactants make ink particles attach to air bubbles and float to the surface for removal).

3. Bleaching

Natural pulp is a dull grey or brown color. Bleaching achieves the white appearance associated with clean tissue:

  • Elemental Chlorine-Free (ECF): Chlorine dioxide is used — safer than elemental chlorine; the dominant method globally
  • Totally Chlorine-Free (TCF): Uses hydrogen peroxide and ozone; the eco-standard
  • Recycled pulp bleaching: More difficult due to mixed input colors; may use hydrogen peroxide

Some brands now offer "unbleached" bamboo or recycled tissue in a natural off-white color, avoiding bleach entirely.

4. Papermaking on the Tissue Machine

The bleached pulp is diluted to ~99% water and fed onto the tissue machine:

  1. Headbox: The pulp slurry is spread onto a fast-moving wire mesh screen
  2. Sheet formation: Water drains through the mesh, leaving a thin wet fiber sheet
  3. Yankee dryer: The wet sheet is pressed against a large heated cylinder (~6 metres diameter) and dried at high speed. The Yankee dryer is the heart of tissue manufacturing.
  4. Creping: A scraper blade (the "doctor blade") peels the paper off the Yankee at a slight angle, creating the micro-crinkled texture that gives toilet paper its soft feel and stretch. The creping ratio determines the final softness.

5. Converting: Perforating and Rolling

The large "parent roll" (which can be 2–3 metres wide) goes to the converting department:

  • Embossing: Steel rollers press patterns into the sheet (the quilted or dimpled texture)
  • Laminating: Two-ply paper is made by bonding two sheets together with glue or embossing
  • Perforating: Blades create the dotted tear lines at regular intervals
  • Slitting: The wide roll is cut into standard widths
  • Rolling: Individual rolls are wound to the correct sheet count

6. Packaging

Rolls are wrapped individually in paper or poly film, then bundled into multi-pack units and loaded onto pallets for distribution.

Environmental Impact

Toilet paper is one of the least sustainable household products:

The deforestation concern: Canada's boreal forest, one of the world's largest intact ecosystems, is a significant source of pulp for US tissue brands. Indigenous communities and environmental groups have raised concerns about unsustainable harvesting.

Sustainable certification: FSC (Forest Stewardship Council) certification indicates that wood is sourced from responsibly managed forests. Consumers should look for FSC labels when choosing between conventional brands.

The 2020 Toilet Paper Shortage: A Supply Chain Lesson

The COVID-19 pandemic created a global toilet paper shortage almost overnight. The reason was structural, not just hoarding:

Two separate supply chains:

  • Consumer rolls: Individual-wrapped rolls for homes, produced on high-speed converting lines tuned for that specific product
  • Commercial rolls: Jumbo rolls for office buildings, schools, and stadiums — a completely different product from a different supply chain

When offices and schools closed and people stayed home, demand shifted entirely to consumer rolls. Consumer TP manufacturers couldn't instantly redirect capacity (different roll widths, core sizes, packaging). The result: store shelves empty, commercial stockpiles unused.

The shortage revealed how lean just-in-time supply chains have no buffer for sudden demand shifts.
